I created the models in 3D Studio Max to game constraints. The entire scene is about 24k polys, about 12k of those in the buildings.

Textures were authored in Photoshop.
Here are a couple different versions I put together. I did a grass/bush ecosystem on the ground and did an extremely dense rock ecosystem on the stone retaining walls around the grassy areas. I had to go back in and paint in the extras so this was as dense as I was hoping for.
